In this cycle, the Philippine Scouts Heritage Society will elect the next National President and National Treasurer. Active members will have received an email with a link to their ballot. Please find below the biographies of this year’s candidates.

As the current First Vice-President and Interim President of the Philippine Scouts Heritage Society (PSHS) and interim, I believe I am qualified to serve as its elected president.

Serving as president of the PSHS is about leadership.  During my 23-year military career, I have excelled in positions of leadership both tactical and technical. Some of my accomplishments include:

  • Selection to both the Sergeant Morales and Audie Murphy Clubs

  • Training the winner of the USAREUR Soldier of the Year in 1993

  • Rewriting the Sergeant Major of the Army board questions for the Soldier and NCO of the Year competitions

  • Revising FM-100 Army Leadership Counseling

  • Leading a conference of 24 NCOs to assist in the development of Convoy Operations Training for Basic Trainees

Additionally, having served in my capacities with the PSHS, I have gained the necessary experience to listen to, and understand the viewpoints of the other members of the board.  This enabled the team to determine sound courses of action as necessary.

Paul Ruiz is currently serving as the 2nd Vice President for the Philippine Scouts Heritage Society. He has been a member of the PSHS since 1995 when he first attended the annual reunion held in Tacoma, WA, and met members who have become life-long friends. Paul's father, 1st Lt. Jose Ruiz, joined the Philippine Scouts in 1934 and served in the 12th Ordnance Company. Following the Bataan Death March and prison camp, he fought as a guerrilla until the end of the war. He retired in 1960 having also fought in the Korean War and served as a basic training First Sergeant at Ft. Dix, New Jersey.

Initially intent on joining the Marines, Paul decided to follow his father and joined the Army in 1982 where he was trained as a Combat Medic. He enrolled at UC Berkeley where he majored in psychology and was active with the Philippine- American student organization, serving as their community outreach liaison. Paul participated in ROTC at Berkeley and was sent to Northern Warfare Training School in Ft. Greeley, Alaska, and Airborne School at Ft. Benning, Georgia. Upon graduation, he was commissioned as a 2nd Lt. of Infantry and completed his obligation in the Army Reserves. In his civilian career, Paul has worked for 32 years in the medical malpractice professional liability insurance field. Paul has continued to be active in the UC Berkeley Alumni Association and established the Pilipino Mentorship Program at Cal. Paul has been married to Hazra for 27 years, and they have three children (Sara 24; Alya 22; and Atom 20).

Col. (Ret.) Robert Ake

Colonel (Retired) Ake was born in Okinawa, Japan in 1962.  He enlisted as a Military Policeman in 1980 in the 149th MP Company, 49th Armored Division, Texas ARNG.  He was commissioned through ROTC at Southwest Texas State University in 1984 with a degree in Criminal Justice. He has attended the MP Officer basic and advanced courses, the Combined Arms and Services Staff School, the US Marine Corps Command and Staff School, the US Army Command and General Staff College and the Army War College.  He is also a graduate of the Defense Information School for Public Affairs, the US Army John F. Kennedy Special Warfare Center and School for Civil Affairs, and the Defense Institute for Security Assistance Management.

COL Ake had held key positions prior to his retirement as the Provost Marshal, US Army North (Fifth Army). His first assignment as an officer was in West Germany as a Platoon Leader with the 110th MP Company (Heavy Physical Security), 59th Ordnance Brigade followed as the S3, 3rd Ordnance Battalion (Special Weapons).  COL Ake served as the Assistant S3, 89th MP Brigade at Fort Hood and subsequently commanded the 411th MP Company, 720th MP Battalion, with duty in Panama, the Caribbean, and Southwest Asia.  He then served as Small Group Leader and Team Chief for the MP Officer Advanced Course and later served as the Secretary of the General Staff for the US Army Chemical and Military Police Centers & Fort McClellan.  COL Ake ended his tour in his functional area as the Installation Public Affairs Officer.  While assigned to the US Army Special Operations Command, Fort Bragg, COL Ake served as the Commander, Tactical Support Team 45 (Airborne), Co D, 96th Civil Affairs Battalion (Airborne) and deployed in support of EUCOM, CENTCOM, NATO, and the United Nations.  He also served with the 16th MP Brigade (Airborne) as the Adjutant and later as the Brigade Executive Officer.  Next, COL Ake served as the Executive Officer, 519th MP Battalion, Joint Readiness Training Center & Fort Polk. COL Ake served at Fort McPherson with duty at US Army Central (Third Army) as Chief, Provost Marshal Plans and Exercises Division and Deputy Provost Marshal.  He then served two years as the Provost Marshal, 2nd Infantry Division and Area 1 in the Republic of Korea followed as the Secretary of the General Staff for Coalition Forces Land Component Command/Third Army/US Army Central In Kuwait.  Following that he served as the Commander, 11th MP Battalion (CID) with duty at Fort Hood and Iraq.  Next, he served  in a Joint Billet as Deputy Director, Amphibious Warfare Training at the US Navy Expeditionary Warfare Training-Group, San Diego. He then served as Provost Marshal, US Army Central (Forward) in Kuwait and Iraq.  COL Ake was the Commander, 701st MP Group (CID) at Fort Belvoir followed as Deputy, Assistant Commanding General for Police Development, NATO Training Mission-Afghanistan in Kabul prior to his last assignment at Fort Sam Houston and subsequent retirement in 2013. He now ranches his 150-year-old, family-owned ranch in the Texas Hill Country.

COL Ake was awarded the Legion of Merit (OLC), the Bronze Star Medal (2OLC), the Defense Meritorious Service Medal, the Meritorious Service Medal (6OLC), the Joint Service Commendation Medal, the Army Commendation Medal (2OLC), the Army Achievement Medal (2OLC) and the Navy/Marine Corps Achievement Medal.  He is also the recipient of the National Defense Service Medal (2 awards), the Armed Forces Expeditionary Medal (2 awards), the Southwest Asia Service Medal (3 campaigns), the Afghanistan Campaign Medal, the Iraq Campaign Medal, the Global War on Terrorism Expeditionary Medal, the Global War on Terrorism Service Medal, the Korean Defense Service Medal, the Armed Forces Service Medal (2 awards), the Humanitarian Service Medal (4 awards), the United Nations Medal, the NATO Medal (2 awards), the Kuwait Liberation Medal from the Government of Kuwait and the Kuwait Liberation Medal from the Government of Saudi Arabia.  Additionally, COL Ake wears the Joint Meritorious Unit Commendation (3 awards), the Meritorious Unit Commendation (4 awards), and the Army Superior Unit Award (2 awards).  He is a graduate of the US Army Airborne School and is the recipient of several foreign badges and honors and has had five combat tours, including while in company and battalion command. He is married to Katarina Ake and has a son who is a Major in the US Army Military Police Corps and daughter who is a 2LT MP officer.
